Press release | Kemp Little advised SCRAM Systems on the expansion of Continuous Alcohol Monitoring technology
Kemp Little advises SCRAM Systems® on various IT and commercial legal matters, including in relation to the roll-out of their alcohol monitoring tag product across England and Wales. The company’s flagship technology, SCRAM Continuous Alcohol Monitoring (SCRAM CAM®) will be used by the Ministry of Justice to directly address alcohol-related crimes through the implementation of the Alcohol Abstinence Monitoring Requirement (AAMR).
Following two successful pilots, new legislation came into force in May 2020 that allows for offenders of alcohol-fuelled crimes to be banned from drinking and ordered to wear “sobriety tags”. SCRAM CAM tags—which the offender wears on their ankle—perform 24-hour continuous monitoring of an offender’s sweat to determine whether they have drunk any alcohol. If an offender drinks alcohol or otherwise breaches their AAMR, they can be returned to court for further sanctions. The monitoring tags will be rolled out in England and Wales later this year. The pilot projects showed that offenders were alcohol-free on at least 97% of the days monitored and wearers also reported a wider positive impact on their lives, wellbeing, and behaviour.
The team from Kemp Little consists of Andrew Joint, Managing Partner, and Hayley Davis, Managing Associate, with support from Robyn Le Friec, Associate. This team provided counsel on the full roll-out of the product and related legal issues.
Commenting on the work they provided, Amit Sethi, Head of European Operations at SCRAM Systems said, “Kemp Little has been a trusted advisor of ours for many years. Hayley Davis’ support has been instrumental in the expansion of SCRAM (CAM) across England and Wales. She not only understood the legal implications of the product and roll-out, but also had a deep understanding of the underlying technology, which sets Kemp Little apart from many other law firms.”
